Korean Mobile Driver’s License Starts

Now, if you have a smartphone without a real resident registration card, you can conveniently check your identity at public institutions, banks, airports, and hospitals. The Ministry of Public Administration and Security and the National Police Agency announced that they will issue mobile driver’s licenses at 27 driving test sites and 258 police stations nationwide from Friday.

A mobile driver’s license is a driver’s license issued to a personal smartphone under the Road Traffic Act and has the same legal effect as the current plastic license. It can be used in public institutions, banks, rental car and vehicle sharing companies, airports, hospitals, convenience stores, liquor stores, passenger terminals, accommodation facilities, and elections. It can also be used in non-face-to-face environments such as opening non-face-to-face accounts and filing online civil complaints. In order to secure safety, mobile driver’s licenses are applied with various security technologies such as blockchain and encryption, and are issued only to one terminal under their name. When reporting a loss, it is locked and not displayed on the screen.


When issued for the first time, you must visit a nearby driver’s license test center or a police station’s civil service office to verify your identity face-to-face. After that, there are two methods of issuance. After downloading and installing the “Mobile ID (Driver’s License)” app, it can be issued as an IC license or can be issued as a QR code by visiting a driver’s license test site.
